The Mumbai rains returned with force in early July, flooding roads and slowing traffic across familiar trouble spots such as Hindmata, Sion, Andheri, King’s Circle and Kurla. On July 2, Mumbai city recorded 134 mm of rain, while the eastern and western suburbs received 164 mm and 149 mm respectively, according to The Economic Times.

The city was not caught without preparation. The Bombay Municipal Corporation (BMC), officially called the Brihanmumbai Municipal Corporation, had desilted drains, installed underground holding tanks and joined other agencies in deploying hundreds of pumps. Yet waterlogging in Mumbai returned to many of the same low-lying neighbourhoods.
 

That gap between preparation and outcome is the real story. The question is no longer only whether the city prepared. It is whether Mumbai’s ageing drainage network, narrowed waterways and flood-control projects can manage the volume and speed of present-day rainfall.

What the Civic Body Did Before the Rain

Before the monsoon in Mumbai, the civic administration carried out its annual drain-cleaning and flood-control programme.

Chief Minister Devendra Fadnavis said on July 8 that 80 per cent of scheduled pre-monsoon desilting had been completed and 83 per cent of the targeted silt had been removed from the Mithi river. He also said 990 pumps were being managed collectively by the BMC, MMRDA and railway authorities, according to The Hans India.
 

The city’s pumping network is supported by major and minor pumping stations designed to discharge stormwater when gravity drainage slows. These pumps become most important when intense rain coincides with high tide and water cannot flow freely into the Arabian Sea.
 

The Bombay Municipal Corporation also invested in underground storage systems at chronic flood points. A tank beneath St. Xavier’s ground in Parel was built to hold about 1.05 crore litres of stormwater, according to the Free Press Journal. Another holding tank was developed at Pramod Mahajan Kala Udyan to help reduce flooding around Hindmata.
 

At Milan Subway, the BMC built an underground reservoir with a storage capacity of about 2 crore litres, according to The Indian Express. These tanks temporarily store runoff and release it later through pumps.

The measures can reduce the depth or duration of flooding. They cannot stop every flood when Mumbai rains enter the system faster than drains, tanks and pumps can move it out.

 

Why Mumbai Rains Still Overwhelm the Drainage System

Mumbai’s older stormwater drains were originally designed to handle about 25 mm of rain per hour at low tide. Later upgrades increased capacity in parts of the network to around 55 mm per hour. The state has since discussed infrastructure capable of handling more than 100 mm per hour at vulnerable locations, according to The Indian Express.

That comparison matters. During intense spells, rainfall can reach 50 to 80 mm in an hour. Some short-duration events can deliver between 100 and 150 mm within three hours, as explained by The Times of India.

This is one reason waterlogging in Mumbai can develop quickly even when pumps are active. The system may be working, but the rate of incoming water can still exceed its discharge capacity.

High tide creates another barrier. Most stormwater outfalls empty into the Arabian Sea. When the tide rises above roughly 4.5 metres, depending on the location, the sea level can become higher than the water inside the drains. Gravity drainage then slows or stops, forcing pumping stations to push the water out mechanically.

Mumbai’s geography adds to the problem. Hindmata sits on a lower gradient and acts like a saucer-shaped basin where runoff collects, according to The Indian Express. Sion, King’s Circle, Kurla, Milan Subway and Andheri Subway also include low-lying stretches that flood early and drain slowly.

 

The Mithi River Remains a Critical Bottleneck

The Mithi river is Mumbai’s largest stormwater drainage channel and runs for roughly 22 km. It carries runoff from inland areas towards the Arabian Sea, making it central to the city’s flood-control system.

However, an India Today ground inspection conducted around the June 10 cleaning deadline found stretches clogged with vegetation, waste and accumulated silt. The report also noted narrowing at several points and raised concerns about restricted water flow during heavy rain.

The later claim that 83 per cent of targeted silt had been removed shows progress. However, a completion percentage does not reveal whether every critical stretch had enough carrying capacity. A partially blocked or narrowed section can still slow the river during a peak rainfall event.

The Bombay Municipal Corporation therefore faces a structural problem, not only a maintenance problem. Desilting can restore some capacity, but long-term flood reduction also requires widening constrained sections, preventing fresh dumping, treating sewage and protecting the river from further encroachment.

Down To Earth reported that improving the river’s carrying capacity would require a combination of widening, deepening, sewage treatment, waste control and encroachment prevention rather than desilting alone.

 

The High Court Says Citizens Also Share Responsibility

On July 7, the Bombay High Court said the civic body should not carry the entire blame for recurring floods. Acting Chief Justice Ravindra Ghuge pointed to encroachment, blocked gutters and misuse of public infrastructure.
 

“One small spell of rain blocks the roads in Mumbai. It’s our own creation,” Justice Ghuge observed, according to the Free Press Journal.

The observation adds another layer to the problem. Garbage, construction debris and illegal obstructions reduce the capacity of drains that may already be under pressure. Better engineering will have limited impact if newly cleaned channels are blocked again.

 

Climate Change Is Raising the Design Challenge

Mumbai’s infrastructure must also respond to changing rainfall patterns. A BMC-linked 10-year analysis found an increase in high-intensity rain events. It identified 28 events that delivered between 120 mm and 267 mm within four hours from 2014 to 2024, according to The Times of India.

A peer-reviewed Nature Communications study found a threefold rise in widespread extreme rainfall events over central India between 1950 and 2015. The study identified moisture transport from the Arabian Sea as a major contributor.

The latest Mumbai rains show why historical averages can no longer be the only basis for drainage planning. Flood-control systems must account for short and intense bursts, not just total daily rainfall.

 

What Would Actually Reduce Flooding?

Reducing waterlogging in Mumbai requires several measures to work together.

The city needs higher-capacity drains at vulnerable points, faster completion of pumping and storage projects, and location-specific engineering for low-lying basins. The Mithi river needs continuous restoration, not only a yearly clean-up before the rain.
 

Authorities must also enforce rules against dumping and encroachment. Rain gauges, tide forecasts, pumping stations and traffic alerts should operate as one coordinated response system.

Pumps and holding ponds can buy time. They cannot replace a drainage network and river system capable of moving water at the rate it now arrives.
 

As the monsoon in Mumbai continues, every intense spell that overlaps with high tide will test the same infrastructure again. The Mumbai rains are no longer exposing a lack of preparation alone. They are exposing the limits of temporary fixes in a city that needs structural flood resilience.
