The 4th and the final Energy Transitions Working Group (ETWG) Meeting under India's G20 Presidency concluded in Goa on July 20, 2023. The two-day meeting was attended by over 115 delegates representing G20 member countries and nine invitee countries.

The discussions at the meeting focused on critical challenges related to climate change, sustainability, energy security, equitable energy access and financing, in the context of global energy transitions. The delegates discussed a range of topics, including:

  • The role of energy in achieving the G20's climate goals
  • The development of clean energy technologies
  • The financing of energy transitions
  • The need for a just and inclusive energy transition
  • They exchanged dialogue on 'Solar Energy for Universal Energy Access’.
  • Delegates deliberated on 'Drive for Advancing Knowledge & Solutions Through Aggregation in energy efficiency (DAKSHTA)'.
  • CM Dr. Pramod P Sawant launched the 'The Goa Clean Energy Roadmap' highlighting #Goa's achievements in Renewable Energy Deployment & how it is paving way for a sustainable & decarbonised transport sector.

The meeting concluded with a call for increased cooperation among G20 countries to accelerate the transition to a clean energy future.

Key Outcomes of the Meeting

The following are some of the key outcomes of the 4th ETWG Meeting:

  • The delegates agreed on the need for a comprehensive and coordinated approach to energy transitions.
  • They identified a number of priority areas for action, including:
  • Accelerating the development and deployment of clean energy technologies
  • Improving energy efficiency
  • Addressing the financing gap for energy transitions
  • Promoting a just and inclusive energy transition

The delegates also agreed to continue their discussions and work towards a common understanding of the challenges and opportunities of energy transitions.

 

Significance of the Meeting

The 4th ETWG Meeting was a significant event in the global effort to accelerate the transition to a clean energy future. The meeting brought together representatives from a wide range of countries and stakeholders, and it provided a forum for them to share their experiences and insights. The meeting also helped to build momentum for further action on energy transitions. The working group successfully organized 15 side events during the meeting, attracting more than 2,000 participants. Two more side events are planned over the next two days leading up to the Ministerial Meeting.

The Way Forward

The 4th ETWG Meeting concluded with a call for increased cooperation among G20 countries to accelerate the transition to a clean energy future. The next steps will be to continue the discussions and work towards a common understanding of the challenges and opportunities of energy transitions. The delegates also agreed to keep the G20 Presidency informed of their progress.

According to Union Power Secretary, Shri Pankaj Agarwal, there has been noteworthy agreement on hydrogen-related matters within the working group. The group has acknowledged India's proposal for establishing the Green Hydrogen Innovation Centre and the planned launch of the Global Biofuel Alliance by India. Additionally, there has been a substantial consensus on the importance of low-cost financing for energy transition. The Working Group has also taken note of India's voluntary action plan, aiming to double the pace of energy efficiency by the year 2030.

Under the leadership of the Indian presidency, the Energy Transitions Working Group is set to unveil 13 global studies that focus on advancing energy transitions. These studies offer valuable insights and guidance to support collective efforts in achieving transition goals. So far, eight studies have already been released, while the remaining five will be made available in the coming days. The studies cover a range of topics, including low-cost finance for energy transition, the renewable energy supply chain, the vulnerability of the supply chain for oil and gas energy sources, the role of transnational grid interconnections, the acceleration of energy efficiency, the significance of biofuels in the energy mix, global best practices for a just transition in the coal sector, and the critical role of small and modular reactors in energy transition.
